The Target State describes where we are going.  A high-level plan is in the works and additional details will be shared on this page over time as they are refined and approved by leadership.

Guiding Principles of Data Governance

Analytics and BI Steering Committee developed these to guide our efforts:

  • Data are a shared University asset.
  • Data should not be managed and governed by the same body.
  • Data producers and data consumers have a seat at the governance table.
  • Data should exist in an accessible, secure, validated, and interconnected ecosystem.
  • Data should exist in an environment that allows for a single, documented and authoritative source, while providing the flexibility to meet emerging needs.
  • Governance protects the University’s data assets AND the people who create and use them through clear and transparent policies about data access and use.

Changes to People, Processes, and Technologies are required to address the six factors that contribute to our current state, outlined in the Case for Change, and to build a more robust data-informed decision culture throughout Penn State.

Needed changes will be accomplished by executing comprehensive initiatives, currently being formulated, for developing an operating model and a technology model.

OPERATING MODEL

The Operating Model will focus on three areas.

Governance defines what will be governed (e.g., policies, charters, plans and standards), establishes the decision rights framework, assigns roles and responsibilities for data analytics, and coordinates with Identity Governance and Privacy.  Data governance, including security and privacy, will be a key part of the initiatives to align people, processes and technology.

Organization & Roles are used to describe the groups and organizational structures to support data and analytics along with how they will collaborate.

Process defines the processes needed to support data and analytics and identifies the activity(s) that each organization or role is responsible for.

TECHNOLOGY MODEL

The Technology Model provides the technology capabilities to meet Penn State’s evolving data and analytics needs.
